The Challenge

The construction industry is changing rapidly. Industrialised construction, digital technologies, modern manufacturing techniques and sustainability requirements are transforming how projects are designed, delivered and operated.

While these changes create significant opportunities, they also expose a critical challenge: the workforce has not evolved at the same pace.

Many organisations understand the need for new skills, but there is often less clarity around the competencies, behaviours and capabilities required to deliver at scale. Without this understanding, workforce planning becomes reactive, training lacks direction, and organisations struggle to build the capability needed for future growth.

The challenge was to define what future competence looks like and create a practical framework that could support employers, educators and policymakers in developing the workforce required for a modern construction industry.

Our Approach

We led an industry-wide workforce foresighting programme, bringing together employers, educators, training providers, professional bodies and policymakers to explore how construction roles are evolving and what future capability requirements will look like.

Through a series of structured workshops and industry consultations, we examined the impact of industrialised construction, digital transformation and changing delivery models on workforce requirements. The programme focused on:
